International adoption, or intercountry adoption, is a type of adoption in which an individual or couple becomes the legal and permanent parents of a child born in another country. In general, prospective adoptive parents must meet the legal adoption requirements of their country of residence and those of the country in which the child was born.

The laws of different countries vary in their willingness to allow international adoptions. Some countries, such as China and Korea, have relatively well-established rules and procedures for international adoptions, while other countries expressly forbid it. Some countries, notably many African nations, have extended residency requirements for adoptive parents that in effect rule out most international adoptions. Malawi, for instance, requires residency except in special cases .

We are thinking about international adoption, does anyone have any advice or more information?
Q. We have done some research on the internet for international adoption but I am looking for some advice from someone that has already done this. I know I should just adopt from the US but I heard it is more difficult because everyone wants a "baby" and we would rather help a child from another country. Any ideas will help. Thanks

A. As an IA parent, my advice is to do a LOT of research. Informed Adoption Advocates, as already suggested, is a great site. I'm not sure from your question, if you have the expectation of adopting a baby. There are very few infants available for adoption. Most children available for adoption are school age, including sibling groups. Just like in the US, older children are often passed over in favor of younger children. We adopted two older children (5 and 10 at the time) from overseas. We have had some adjustment issues, everything that I would consider to be normal and expected. But nothing like lighting the house on fire or killing the cat. I'm sure that does happen RARELY, because some severely damaged children in the US have… [cont.]

How do I find a reputable adoption agency for international adoption?

A. International Adoption More and more Americans are building the families they want by adopting children from foreign countries. In 1993, 7348 foreign-born children were adopted in the United States. Overall, Korea was the greatest source for intercountry adoptions, followed in descending order by Russia, Guatemala, Colombia, Paraguay, the Philippines, India, China, Ukraine, Peru, Honduras, Brazil, Bolivia, Bulgaria, Vietnam, and El Salvador. Intercountry adoption may be a more viable choice than domestic adoption for many families, especially those who want to adopt a healthy infant. However, the process can be complex and expensive. Like domestic adoptions, costs and waiting time can vary significantly. Costs can range from a low of $8,0 [cont.]

Has anyone used Dillon International as their agency for an international adoption?
Q. Husband and I are based in So. California. We are researching international adoptions (specifically Vietnam) and have met with the folks at Dillon. Has anyone had experience with them, good or bad, in an international adoption? I'd appreciate any information you can share. If you have experience with other agencies that handle Vietnam adoptions, I'd be grateful to hear your stories. Thanks!

A. We adopted our children internationally, but our agency does not place children from Vietnam, however, I know several people who've adopted through Dillon Internation and Holt International (both have vietnam programs), and all have great things to say about both agencies. Holt also has adoption message boards for families adopting from each country they work with, and this may be a good place to ask some questions that you have to other adoptive parents. Good luck!
